At the invitation of the Regional Anti-Terrorism Structure of the Shanghai Cooperation Organization (RATS SCO), Mr. Khabibullo Mirzozoda, the Executive Director of the CICA, visited Tashkent (the Republic of Uzbekistan) from October 31 to November 1, 2018 where he participated in the VI Scientific and Practical Conference on Cooperation and Counteraction to International Terrorism. The conference was attended by delegations of the SCO member countries, as well as invited international organizations such as the UN, the ICRC, the CIS, CARICC, the CSTO, the OSCE and others.
Kh. Mirzozoda addressed the Conference participants outlining the CICA approaches to strengthening global and regional cooperation in the fight against terrorist threats. In order to provide information on the history and causes of terrorism, the current state of affairs, threat level, consequences, methods of combating, achievement of common goals in a popular form to the CICA Member States, a number of measures were proposed to promote participation of citizens in anti-terrorism activities by creating a public center on the basis of the successfully operating CICA Non-governmental forum.
It was also proposed to hold a series of seminars with representatives of the press services of state bodies, the media and journalists, to consider and discuss pressing issues of cooperation, in order to the right coverage of the official materials and its submission, also to prevent misinformation of society through informal sources. This approach could help to expose the ideological foundations of terrorism and extremism, forms of their financing, including drug trafficking.
H. Mirzozoda noted that such events can be organized next year within the framework of the signed Protocol on cooperation between the CICA and the SCO RATS and following the seminar, develop a course of lectures for teaching within the SCO University and extend to the network of humanitarian Universities in the CICA member States through the Youth Council.
He also stressed the intention of CICA countries to cooperate with each other in operational information exchange to support efforts aimed at preventing, countering and investigating terrorist and criminal use of IT-technologies on Internet and social networking platforms in order to plan, execute and finance terrorist acts.
On the sidelines of the conference, the CICA Executive Director held bilateral meetings with the SCO Secretary General R. Alimov and Director of the SCO RATS E. Sysoev, during which they exchanged views and ways to further strengthen cooperation between the organizations.
